Scott Bayley Evaluation Services provides a specialist evaluation service
Services include the preparation of results measurement frameworks, formulating theories of change, undertaking evaluations of policies and programs, leading organisational diagnostic assessments and staff training to support capacity building, and coaching senior program staff on ‘managing for results’.
Scott’s strength lies in his understanding of the contextual factors affecting the delivery of government and NGO services coupled with the ability to quickly build rapport with stakeholders and make persuasive presentations to senior government officials and program staff.
This is based upon his commitment to working collaboratively with clients while facilitating evidence informed decision making. Rather than aiming for technical perfection, Scott promotes systematic methods that are ‘fit for purpose’.
Clients include Australian government departments and agencies (at the national and state levels), non-government agencies (NGOs), plus United Nations and international development agencies.
Scott has extensive experience working in Australia and internationally – particularly in the Pacific and Asian regions. Scott is able to draw upon a network of other evaluation and technical specialists as required, collaborating with others depending on the client’s needs.
